As a civil engineer and having faced a similar situation, I think I can answer your question.

Civil Engineering is a core branch and have very few companies as compared to IT sector.. The problem lies in education system where students are given hell lot of useless assignments, compulsory attendance, outdated syllabus, few practicals and no or less internships..As a result, a fresher civil engineer only have the bookish knowledge and have no idea about the working of site or so..As being a core branch, the knowledge that we get from books is completely different from the actual work that is being done on site whereas it's somewhat opposite in other non core sectors..

And due to implementation of various rules such as Rera etc, builders or companies need to complete the project on time and can't afford to pay penalty to the govt.. So in order to get the work done,mostly fresher's are not hired and as the companies know that the fresher's don't have actual site experience and taking the advantage of their situation as a fresher needs to learn in his initials years, companies exploit and force people to work in low salaries..

The salary of a civil engineer as a fresher at site vary from :-

1. Company to company

2. Knowledge u have

3. U r from govt college or private colleges

Usually private colleges students/engineers are paid less than govt colleges whether they have more or less knowledge.

If u get placed in core company be proud of it as in India core companies for civil engineers are very less and on the top of that they pay u less and make u work more.

Nowadays Engineer are more in number than the number of Engineer required so the company exploits the engineers.
