If these terms are new: If IaaS revolves around machines (you pay for a machine and install everything you want there), then PaaS is more application-centric. You upload your application, and then the cloud provider creates machines to accommodate it as configured, while giving you an endpoint to connect to. (Unlike IaaS, where the best they can do is replicate your machine.)

Amazon started with IaaS and recently introduced PaaS (AWS Elastic Beanstalk - Application Management - Platform as a Service). They claim that it works for Python and even .NET, which is very surprising, because I think it was just Java at first.

Azure started with PaaS and then added IaaS as well. Surprisingly, PaaS isn't just for Microsoft platforms, and the number of plugins and easy-to-integrate machine images is huge. (A word of caution though, if you're using old-style 32-bit COM, you're in for a world of pain. It can be solved, but it's easier to stick with IaaS in this case.)
