There is apparently no evidence available to the public on Trump or Biden's IQ. So the answer to your question is no. However, it should be noted that IQ is NOT an indicator of an individual's leadership ability or ability to think rationally.

IQ is simply an abstract score on a standardized assessment designed to test some aspects of intelligence. Try to measure logical reasoning, math skills, and word comprehension. The general assumption is that a person with these skills will apply them to questions of critical and abstract thinking. However, since it was developed in the 1880s, we have learned that IQ is only one part of an individual's ability to think rationally. As David Perkins of the Harvard Graduate School of Education says, being tall is very helpful for a basketball player, but it is not what makes a person a good basketball player. Instead of simply asking for an individual's IQ,

EQ, or emotional quotient, is the ability of an individual to identify, evaluate, express and control emotions. A high EQ seems to predict one's ability as a leader and team player. High EQ = works well with others.

Rational thinking is generally defined as a thought process that is based on reason and logic. A rational thinker seeks and pays attention to facts, looks at the information available to them, including personal experience and advice from knowledgeable people, looks beyond emotions, and analyzes potential outcomes to reach a decision.
