Do I need a job offer from an Australian employer to apply for Australian public relations?

No, it doesn't, but having a job offer will make the public relations process easier.

If I'm not mistaken, having a job offer will allow you to go through a different PR application process. Generally, for a qualified immigration public relations visa, you need to do an evaluation of your education and work experience. This is to assess whether you can find employment if you come to live in Aus. However, having a job offer means the government doesn't have to worry about your job prospects.

On the other hand, it is difficult to find work without public relations. Most of the positions require that you have the right to work in Aus (PR or citizen).

Unless things have changed since I came to Australia (2002), you don't need a job offer. Immigration is based on a points system, so as long as you can accumulate the required number of points and you have no police record, etc., you will likely be granted a PR visa. Points are awarded for all sorts of things: your age, marital status, education, professional qualifications, etc. There is also a list of 'skilled occupations', which are the jobs the government thinks it will need in the next few years. If your profession is on this list, you get extra points.
